Recently, more than 40 new energy used cars exported to the Middle East by a company in Dalian Free Trade Zone were successfully sent to the Middle East after the Dalian Traffic Police Detachment Vehicle Management Institute (hereinafter referred to as the "Municipal Vehicle Administration") conducted on-site unified examination and inspection at Dalian Port Automobile Terminal and completed relevant customs clearance procedures.

The whole audit and inspection process only takes 4 hours. This batch of used car export, marking Dalian Free Trade zone and the city's vehicle administration, jointly in Northeast China to achieve the first "used car traffic control port centralized inspection" new model.

In the past, during the export process of second-hand cars, the second-hand cars must be transported from the warehouse of the enterprise to the DMV far away from the warehouse for on-site inspection procedures, and then the vehicles from the DMV to the dock for export. The normal process takes at least 3-4 days.

Enterprises not only need to pay a certain amount of transportation costs, but also bear accident risks such as car damage and loss in the transportation process.

At the same time, as a batch of a large number of used cars gathered to the city traffic control office for on-site inspection procedures, will occupy a large number of public resources, which will also affect the speed of ordinary individual car owners to handle business.

To this end, Dalian Free Trade Zone and the Municipal Automobile Administration jointly innovated and launched a new model of "centralized examination and verification of second-hand car export traffic control ports", and designated Dalian Port Automobile Terminal as a special venue for the examination and verification of second-hand car export. After purchasing used automobiles to be exported, the enterprise shall uniformly transport the automobiles to the special venue for export examination and approval at Dalian Port Automobile Terminal and apply for examination and approval to the Municipal Automobile Administration. The staff of the Municipal Automobile Administration shall carry special mobile examination and approval equipment to provide on-site unified and centralized examination and approval for the export of used automobiles at Dalian Port Automobile Terminal.

By optimizing the inspection mode, the logistics cost and time cost of enterprises are reduced, and the efficiency of second-hand car export inspection is improved. It will play a positive role in further optimizing the port business environment and enhancing the port competitiveness.
