Five Questions and Five Answers to Understand Policies

Second-hand car export is an innovative business to stabilize foreign trade. It is also an important way to promote the upgrading of domestic automobile consumption and the healthy development of the automobile industry. It plays an important and positive role in accelerating the mutual promotion of domestic and international double cycles of the automobile industry and promoting the high-quality development of foreign trade.

On April 26, 2019, the Ministry of Commerce, the Ministry of Public Security and the General Administration of Customs jointly issued the Notice on Supporting Second-hand Car Export Business in Mature Areas (Trade Letter [2019] No. 165). Ten provinces and cities, including Beijing, Tianjin, Shanghai, Zhejiang (Taizhou), Shandong (Jining), Guangdong, Sichuan (Chengdu), Shaanxi (Xi 'an), Qingdao and Xiamen, took the lead in carrying out second-hand car export business. The first batch of pilot areas have all realized batch export of used cars, which have been sold to more than 80 countries and regions.
On October 29, 2019, the General Office of the Ministry of Commerce, the General Office of the Ministry of Public Security and the General Office of the Customs issued the Notice on Matters Related to Accelerating the Export of Used Cars (Commercial Office Trade Letter (2019) No. 335). It has provided convenient conditions for the export of second-hand cars by simplifying the transfer registration procedures for export of second-hand cars, changing the export license of second-hand cars from "one vehicle, one license" to "one batch, one license", and applying the integrated mode of national customs clearance to the export of second-hand cars.
On November 30, 2020, the Ministry of Commerce and the Ministry of Public Security jointly issued a notice to further expand the regional scope of second-hand car export business. Expand the export business of conduct used car area includes the ordos city, tangshan city, hebei province, taiyuan city, Shanxi Province, Inner Mongolia autonomous region, liaoning province, shenyang, changchun, jilin province, nanjing city, jiangsu province, yiwu city, zhejiang province, wuhu in anhui province, fuzhou city, fujian province, jiangxi province yi chun city, zaozhuang of shandong province, henan province, zhengzhou, wuhan, hubei province, hunan zhuzhou city and widely Xiliuzhou City, Hainan Province Haikou City, Chongqing Municipality, Xinjiang Uygur Autonomous Region Ili Kazakh Autonomous Prefecture, Dalian City, Ningbo City, a total of 20 cities and prefectures. At present, there are 30 regions carrying out second-hand car export business, covering 25 provinces (autonomous regions and municipalities directly under the Central government).
