The notice aims to further promote the development of used car exports from four aspects: effectively strengthening the organization and implementation, strictly guaranteeing quality and safety, enhancing international operation capabilities, and strengthening supervision and services.
The circular stressed the need to enhance international business capabilities and encourage the construction of used car export bases integrating display and trading, maintenance and maintenance, testing and certification, customs clearance and export, warehousing and logistics, financial services and other functions. At the same time, qualified second-hand car export enterprises are encouraged to set up motor vehicle registration service stations to achieve one-stop management of transfer registration and cancellation registration of export second-hand cars. In addition, the notice also requires the strengthening of second-hand car export supervision and services, strengthen the supervision and management of second-hand car export links, so that the whole process can be traced, and establish a local second-hand car export credit evaluation system.
