The draft for comments shows that second-hand car export enterprises are divided into two categories: production enterprises and circulation enterprises. Among them, circulation enterprises should be registered in the territory of the People's Republic of China, with independent legal personality; Have fixed operating office space and used car display and sales places, with car sales or trade experience; Have the ability of appraisal and evaluation of second-hand cars, and employ at least 3 appraisal professionals; Enterprises engaged in the export of second-hand cars must not violate laws and regulations in the past two years, serious dishonesty.

"Second-hand car enterprises need export qualification to do export business, and at present this qualification is limited by indicators." Pan Guoqiang said that from the current draft, the indicator restriction has been removed, "which means that the second-hand car export qualification will be fully liberalized." This will help digest the domestic used car inventory, invigorate the used car market and boost domestic new car sales."

The draft also stipulates that the export license is a "batch of one license", and export enterprises can apply for a maximum of 20 used cars under the same commodity code on the license application form.

In addition, the draft also lists the circumstances of used cars prohibited from export, including vehicles that meet the mandatory scrapping standards and vehicles that are within one year (including one year) of the specified scrapping period; Vehicles during the period of mortgage or under customs supervision; Vehicles sealed up or detained by the people's court, people's procuratorate or administrative law enforcement department according to law; Vehicles obtained through theft, robbery, fraud and other illegal and criminal means; A vehicle whose engine number, vehicle identification number or frame number does not match the registration number, or which shows signs of alteration; Smuggled or illegally assembled (grouped) vehicles; Vehicles whose legal certificates and certificates are incomplete; Vehicles with unqualified test results; Vehicles that have committed violations of road traffic safety and have not completed handling of traffic accidents; Vehicles prohibited by other laws and regulations from trading or exporting.
