Guarantee and supervision, speed up of used cars
After opening the door to the overseas market, timely delivery of vehicles and improving the speed of payment collection is a major problem for second-hand car export.
He Zhaoguang told reporters that used car exports are mostly tripartite transactions, and export intermediaries need to advance payment for goods. The faster the payment is collected, the more abundant working capital enterprises will have to make the industry bigger and stronger. Therefore, efficient and convenient customs clearance service has become the key to the development of second-hand cars.
"In order to ensure the efficiency of customs clearance, we have established a joint safeguard mechanism for the export clearance of second-hand cars with the port customs to provide convenient customs clearance services for export vehicles such as early declaration, priority inspection, direct shipment upon arrival in Hong Kong, etc. We have also cooperated with Liangshan Bureau of Commerce to carry out on-site special training on export declaration, license application, enterprise credit management, etc. to specifically solve the problems of customs clearance and license management of second-hand cars." Zhou Xiao, head of the Comprehensive Business Section of Jining Customs, introduced that on the premise of ensuring supervision, all departments worked together to make the export of second-hand cars "accelerate".
"Our export vehicles are all declared in advance. Before the goods arrive at the port, the documents have been declared and reviewed. After the goods arrive at the port, they are directly loaded, which greatly improves the efficiency of goods shipment. The customer's payment collection time has been shortened by nearly one week." He Zhaoguang said.
In the first four months of this year, it took an average of 2.6 hours from declaration to release for the export of second-hand cars in Jining, a year-on-year reduction of 45%.
Focus on the market and "know the enemy" technical trade measures of various countries
Jining's second-hand cars have broad prospects in Africa, Southeast Asia and other target markets, but the technical trade measures set up by various countries have caused certain obstacles to the export of second-hand cars.
In order to enhance the brand effect and expand the target market share, Jining Customs has set up a research group on technical trade measures for second-hand cars to regularly inform enterprises of international market access policies and give professional advice on policies, regulations, quality standards and product testing.
In addition, Jining Customs also guided the expansion project of the export base, put forward management opinions around strengthening safety and facilitating supervision, and built a one-stop service platform for trading, servicing, inspection, export, after-sales, etc. in response to the personalized needs of foreign customers such as modification, upgrading, after-sales service, etc.
"I have come to Jining for the second time to purchase second-hand cars. This export base has professional inspection capabilities, formal vehicle procedures, good quality and low price, and can also provide modification and after-sales services as needed." Abiola, a Nigerian businessman who came to Jining to negotiate for second-hand cars, was very satisfied with the purchase trip. He expects that the cars will also make good profits after they are sold back home.
